I don't think that's intended, but rather the way it is. Trump has lots of problems to solve - or at least to get the ball rolling to solve - in only 4 years. While we can't forget about the border crisis, we can't focus on it either.

They've deported more than one to El Salvador that should not have been. They've so far only been told by the court that they have to return one.
