Add option to disable destination (email/netmail) address checking

Follow-up to bc4f969f2a47 which didn't really work because there were 2 places that system.check_netmail_addr() were called (not just one) - the second one
is pretty important as it disallows accidental loop-back addressing, so I wanted to leave that check enabled by default.
