    scfg: describe every drop file the "Modify User Data" option reads

    The help text named only MODUSER.DAT and the RBBS/QuickBBS
    EXITINFO.BBS, but the option also drives a read-back of DOOR.SYS and
    of PCBoard's USERS.SYS, and which of the four is used is decided by
    the program's configured drop file type. A sysop reading the old text
    would reasonably conclude the option does nothing for a DOOR.SYS door.

    List the fields each format lets a program change, note that only
    EXITINFO.BBS and MODUSER.DAT are deleted once read, and state that
    none of them can raise a user to sysop security level.

    No menu option was added, renamed or removed, so the option search
    index is unaffected.
